Leaders of the Dong Nai Provincial People's Committee recently held a meeting with the Construction Planning Appraisal Council to hear a report from the consulting unit on the 1/5,000 scale construction planning for sub-areas C1 and D2 of Bien Hoa City.
According to the Vietnam Center for Architecture (Ministry of Construction), the C1 and D2 zones are located in Tam Phuoc ward, Bien Hoa city. In the planning proposal submitted by this unit, these two zones are situated on either side of the Bien Hoa - Vung Tau expressway.
Specifically, zone C1, covering over 1,900 hectares, is planned to function as an urban area west of the Bien Hoa – Vung Tau expressway; a regional administrative and commercial center; with a population of approximately 147,000 people. This zone will include the construction of a regional medical training center, public and commercial service centers at all levels, new residential areas, and urban renovation projects.
Subdivision D2, covering over 2,200 hectares, is planned by the consulting unit to develop into an industrial urban area east of the Bien Hoa – Vung Tau expressway and a regional sports and recreation center with a population of approximately 123,000 people. This subdivision includes a regional sports and recreation center covering about 70 hectares and a public commercial and service center covering nearly 60 hectares, integrated with the existing military zone.

During the meeting, representatives from various departments and agencies suggested reviewing the functions assigned by the planning consultancy unit in the sub-areas. This was particularly important for the planning of the regional medical training center and the regional sports and physical education center, as the scale of these projects is very large, requiring a thorough assessment of their practical effectiveness and investment attraction potential.
The People's Committee of Dong Nai province has requested the consulting unit to quickly finalize the construction planning for the two aforementioned sub-areas. Particular attention should be paid to updating the population size, as the actual population has fluctuated significantly compared to the time of the previous survey. The People's Committee also agreed to the proposal to reassess the necessity and effectiveness of some specific plans in the sub-areas. At the same time, the consulting unit should also pay attention to infrastructure planning such as transportation, electricity, and drainage to ensure consistency.
